Manitoba has been one of the few provinces to have consistent Provincial Nominee Program (PNP) draws in 2025.
This week Manitoba’s Provincial Nominee Program (MPNP) held an immigration draw on May 1, inviting skilled workers outside Canada to apply.

The MPNP issued 26 Letters of Advice to Apply to candidates through its Skilled Worker Overseas stream.
Candidates were considered for this draw only if they were invited directly by the MPNP under a strategic recruitment initiative.
In addition to meeting all eligibility criteria of the stream to be considered under this draw, candidates needed to have a minimum ranking score of 727.
Of the 26 candidates invited, 7 declared having a valid Express Entry profile and job seeker validation code.
What is a strategic recruitment initiative?
Strategic recruitment initiatives help employers in Manitoba who need skilled workers recruit foreign talent.
In order to participate, an employer must meet certain eligibility criteria for the positions they are hiring for and complete the province’s ABC Recruitment Process.
Once this has been approved, they can submit details of international candidates to Manitoba’s Employer Services.
In addition to meeting all eligibility criteria of the stream they are invited under, candidates must also meet eligibility criteria regarding age, education, work experience and language proficiency.
Preference under these initiatives is given to labour market needs outside of the Winnipeg Metropolitan Region.
About Manitoba’s Skilled Worker Overseas stream
The Skilled Worker Overseas stream is a PR pathway for foreign workers who can demonstrate an “established connection” to Manitoba.
This can be through:
- The support of family or friends;
- Prior education or work experience in Manitoba; or
- An invitation to apply from the MPNP as part of a strategic recruitment initiative.
In addition, foreign nationals must score at least 60 points based on their language proficiency, age, work experience, education, and adaptability.
