Thunder Bay, a city in northwestern Ontario, has published its list of designated employers under the Rural Community Immigration Pilot (RCIP).
The RCIP is an employer-focused pathway to permanent residency (PR). That means foreign nationals are only eligible if they have a job offer from a designated employer within the community.

Designated employers are those approved by an economic development organization in the community.
In the case of Thunder Bay, this is the Community Economic Development Commission (CEDC).
Who is eligible for Thunder Bay’s RCIP?
Apart from having a job-offer from one of the above-mentioned designated employers, the offer must also be for a priority occupation under Thunder Bay’s RCIP.
Thunder Bay revealed its priority occupations last month.
Foreign nationals need to meet criteria regarding work experience, language proficiency, educational qualifications, and settlement funds.
After an eligible foreign worker secures a job from a designated employer, the employer must submit a candidate application to the CEDC.
Once a foreign national meet all the requirements, including having the job offer and a community recommendation, they can apply to the federal government for Canadian PR.
Thunder Bay is the second community participating in the RCIP to reveal its list of designated employers. Timmins – which is participating in both the RCIP and the Francophone Community Immigration Pilot (FCIP) – revealed its list of designated employers last week.
There are 14 communities in total participating in the RCIP. At the time of publishing, the following communities have revealed their priority sectors and occupations:
