To be eligible for the CEC, candidates must meet the following criteria:

  1. Work Experience:
    • At least 1 year (1,560 hours) of skilled work in Canada within the last 3 years.
    • Work must be in NOC TEER 0 (management), TEER 1 (professional), TEER 2 (technical), or TEER 3 (intermediate skilled).
    • Part-time work counts if it totals 1,560 hours (e.g., 15 hours/week for 24 months).
    • Self-employment and work during full-time studies (e.g., co-op terms) do not count.
  2. Language Proficiency:
    • CLB 7 for TEER 0 or 1 occupations (equivalent to IELTS 6.0 in each band for English).
    • CLB 5 for TEER 2 or 3 occupations (lower language requirements).
    • Tests accepted include IELTS (English), CELPIP (English), TEF (French), or TCF (French).
  3. Residency Status:
    • Candidates must have legal status in Canada during their work experience (e.g., work permit).
    • They can apply from within Canada or abroad, but CEC is primarily for those with Canadian ties.
  4. Express Entry Profile:
    • Create a profile in the Express Entry pool and meet the CRS score cut-off for a draw.
    • No minimum CRS score guarantees an ITA, as cut-offs fluctuate.
  5. Other Requirements:
    • No education requirement, though higher education boosts CRS points.
